6 External Relations Policies of Interest to the Faculty
6.1 Communication Channels: Policies and Procedures

6.3 Research and Sponsored Programs Policy
The mission of the Office of Research and Sponsored Programs is to facilitate and enhance the university's ability to acquire extramural funding to support the institution's instruction, research, and service programs.
The following is the procedure for proposal development:
- The investigator informs the Office of Research and Sponsored Programs (ORSP) of plans to develop a proposal by submitting to the ORSP an intent notice. The intent notice must be signed by the investigator's department chair and dean. The ORSP will determine the internal deadline for submission of the proposal to the ORSP and will receive the proposal developer's signed agreement concerning the internal deadline.
- The ORSP supports the investigator in the development of the proposal, particularly in developing the budget for the project. The ORSP will facilitate conference calls to the agency program officer if necessary to discuss project plans.
- The ORSP receives the final draft of proposal and budget on or before the internal deadline. For proposals originating in the College of Sciences & Technology, the approval of the Associate Director, Dr. Singh, is required. A proposal approval is prepared by the ORSP and signed by the investigator.
- (a) If the proposal is particularly weighty in the commitment of the institution or in terms of the potential impact of the project on the institution, a sign-off meeting will be scheduled. Designees for the investigator's department chair, dean, the ORSP, the vice president for academic affairs, and the vice president for business and finance shall attend the meeting during which the project will be presented by the investigator. Each representative will be given an opportunity to remark and to ask questions. The representatives will sign the approval form after all questions have been answered and problems resolved.

(b) If the proposal does not require a significant institutional commitment, it will be circulated by the ORSP to each office involved in the approval process. Each will review the proposal and return a signed approval form to the ORSP. The proposal will be delivered to the president for final approval.
- The ORSP will receive the fully approved proposal from the president's office and will prepare, package and mail the proposal according to agency guidelines.
- The ORSP will inform the investigator when award notification is received. If award negotiation is required, the ORSP will negotiate on behalf of the institution and the investigator. No one other than the president of the university is authorized to obligate the institution and its resources--including its human resources.
- The business and finance office will be notified for the purposes of establishing a grant account.
- A start work meeting to include the project director, the department chair and the director or assistant director of research and sponsored programs will be held.
- The investigator's success will be publicized to the campus via the ORSP's newsletter.
- The ORSP will receive quarterly time and effort reports from the investigator. Note: Tracking of cost sharing and time and effort is the responsibility of the investigator.
- The ORSP will receive quarterly reports from the investigator on the progress of the project and will review progress reports to the agency prior to submission of such reports.
- The ORSP will monitor and approve all requests for disbursement of grant funds before such requests are forwarded to the business and finance office for final approval. Requests for disbursement of grant funds will be monitored in terms of the relationship of the expenditure to the approved budget and the agency guidelines concerning allowable expenses.
6.4 Institutional Compliance Committees
6.4.1 Animal Welfare
The Institutional Animal Care and Use Committee (IACUC) reviews and approves all requests to utilize vertebrate animals in testing, research, or education, evaluates research protocols, and inspects animal laboratory and housing facilities. Committee members are appointed by the president.
6.4.2 Biohazardous Materials
The Institutional Biosafety Committee (IBC) reviews and approves all requests to use biohazardous chemicals and materials in research, approves handling and waste disposal protocols, and assesses risks to laboratory workers. Committee members are appointed by the president.
6.4.3 Human Subjects
The Institutional Review Board for the Protection of Human Subjects in Research (IRB) reviews and approves all requests to use humans as subjects in research, including the use of educational tests, survey procedures, interview procedures or observation of public behavior, as defined by the Department of Health and Human Services (DHHS) regulations. Committee members are appointed by the president.
6.4.4 Misconduct in Science
Scientific misconduct is defined by PHS as fabrication, plagiarism, or other practices that seriously deviate from those that are commonly accepted within the scientific community for proposing, conducting, or reporting research.
Each institution which receives or applies for a research, research training, or research related grant or cooperative agreement under the PHS Act must submit an annual assurance (42 CFR 50, Subpart A). Institutional procedures are in place for dealing with allegations of misconduct.
6.4.5 Research Approvals
IACUC, 113C and IRB requests should be coordinated with the Office of Research and Sponsored Programs. Approval Forms are available in the ORSP.
6.5 Copyright Policy
6.5.1 Definition of Copyrightable Materials
Copyrightable materials shall include the following: (1) books, journal articles, texts, glossaries, bibliographies, study guides, laboratory manuals, syllabi, tests and proposals; (2) lectures, musical or dramatic compositions, unpublished scripts; (3) films, filmstrips, charts, transparencies, and other visual aids; (4) video and audio tapes, cassettes; (5) live video or audio broadcasts; (6) programmed instructional materials; (7) computer program documentation; and (8) other materials or works which quality for protection under the copyright laws of the United States or other protective statutes whether or not copyrightable thereunder.
6.5.2 Determination of Rights and Equities in Copyrightable Materials
Individual Effort--Copyrightable materials produced by employees of the university system shall be the exclusive property of the employee if there is no significant use of university system personnel or facilities (libraries excluded) and the materials are not prepared in accordance with the terms of a contract or grant or as a specified assignment. A faculty member's general obligation to produce scholarly and creative works does not constitute a specific assignment.
Institutionally-Assisted Individual Effort--Joint rights of ownership and/or sharing of royalty income shall be insured where the institution provides significant support of an individual's effort resulting in copyrightable material by the contribution of faculty or staff time, facilities (libraries excluded), or institutional resources.
Institutionally-Assigned Efforts--Ownership of copyrightable material developed as a result of assigned institutional duty shall reside with the institution; however, sharing of royalty income with the author is authorized as an incentive to encourage further development of copyrightable materials.
Sponsor Supported Efforts--The grant or contract between the sponsor and the institution under which copyrightable materials are produced may contain specific provisions with respect to disposition of rights to these materials. The sponsor (a) may specify that the materials be placed in the public domain, (b) may claim reproduction, or other rights, or (c) may assign all rights to the institution or may not require retention of any rights. In those cases where all rights are vested in the institution or in cases where royalty income is shared between the sponsor and the institution, the author may appropriately share the income. The nature and extent of author participation in royalty income, however, shall be subject to sponsor and institution regulations.
6.5.3 Institutional Procedures
Each institution of the system is required to develop policies and procedures for handling copyrightable materials.
The Faculty Development Committee, in its capacity as the patent/copyright committee, shall recommend to the president or his designee the rights and equities in copyrightable materials. Division of income from royalties and other use shall be agreed upon by employees and appropriate administrative personnel in accordance with policies of the copyright committee in advance of the use of the institution's personnel or facilities. In the event of a disagreement as to the ownership and use of such materials, the institution's policies shall provide for an appeal procedure within the institution with final appeal to the Board of Regents.
6.6 Use of Institutional Letterhead, Trademarks, Logos
All trademarks* of institutions of the University System of Georgia constitute property of the Board of Regents of the University System of Georgia and all applications for registration under federal and state laws pertaining to trademark registration shall be made in the name of the Board of Regents of the University System of Georgia.
Authorization by the Board of Regents shall be required for the private or commercial use by any person, firm, association, corporation, institution, or other entity of any trademark developed by, or associated with the University System of Georgia or any of its institutions.
6.7 Political
As responsible and interested citizens in a democratic society, employees of the university system are encouraged to fulfill their civic obligations and otherwise engage in the normal political processes of society. Nevertheless, it is inappropriate for system personnel to manage or enter political campaigns while on duty to perform services for the system or to hold elective political office at the state or federal level while employed by the system. Therefore, the following policies governing political activities are hereby adopted:
- Employees may not manage or take an active part in a political campaign which interferes with the performance of duties or services for which they receive compensation from the system.
- Employees may not hold elective political office at the state or federal level.
- Employees seeking elective political office at the state or federal level must first request a leave of absence without pay beginning prior to qualification as a candidate in a primary or general election and ending after the general or final election. If elected to state or federal office such person must resign prior to assuming office.
- Employees may seek and hold elective office at other than the state or federal level, or appointive office, when such candidacy for or holding of the office does not conflict or interfere with the employees' duties and responsibilities to the institution or the system.
- The president may authorize the use of institution facilities for political speeches. The use of system materials, supplies, equipment, machinery, or vehicles in political campaigns is forbidden (cf. Board Policy, Section 914.01).
